<P align=left>The </FONT><I><FONT face=Verdana,Italic size=2>Study of Land Use, Transportation, Air</P>
<P align=left>Quality and Health Care in King County, WA,</P></I></FONT><FONT face=Verdana size=2>
<P align=left>conducted in the Seattle area, links welldesigned,</P>
<P align=left>walkable communities, improved air</P>
<P align=left>quality, and a healthier population. The study</P>
<P align=left>examined three typical neighborhoods </FONT><FONT face=Verdana size=2>–</P></FONT><FONT face=Verdana size=2>
<P align=left>suburban with strip malls, emerging suburban</P>
<P align=left>downtowns, and inner-ring city grid</P>
<P align=left>neighborhoods. The study found that residents</P>
<P align=left>walk more in neighborhoods with a variety of</P>
<P align=left>retail services; that these residents drive 26%</P>
<P align=left>fewer miles per day than those living in</P>
<P align=left>sprawling areas; that these neighborhoods</P>
<P align=left>produce significantly lower per capita vehicle</P>
<P align=left>emissions; and that these residents are less</P>
<P align=left>likely to be overweight and more likely to be</P>
<P align=left>physically active. King County officials say they</P>
<P align=left>will use this study to further sustainable</P>
<P align=left>planning efforts.</P>

<P align=left>release of a new report, </FONT><FONT face=Verdana size=2>“</FONT><I><FONT face=Verdana,Italic size=2>Clean Communities on</P>
<P align=left>the Move: A Partnership-Driven Approach to Clean</P>
<P align=left>Air and Smart Transportation</I></FONT><FONT face=Verdana size=2>.</FONT><FONT face=Verdana size=2>” </FONT><FONT face=Verdana size=2>The report</P>
<P align=left>profiles innovative programs by local governments</P>
<P align=left>to improve air quality by reducing traffic</P>
<P align=left>congestion and vehicle emissions, and changing</P>
<P align=left>growth patterns. The report also includes five key</P>
<P align=left>findings, identifying what local governments need</P>
<P align=left>to move toward clean air and smart</P>
<P align=left>transportation innovation.</P>
<P align=left>Many local communities have taken the initiative</P>
<P align=left>to develop new partnerships and transportation</P>
<P align=left>programs to improve the livability of their</P>
<P align=left>community, but ongoing action is necessary to</P>

<P align=left>Representative Gary Miller (R-CA) has introduced</P>
<P align=left>H.R. 280, the Redevelopment Enhancement Act,</P>
<P align=left>that would promote the use of HUD funds in</P>
<P align=left>brownfield projects. The current HUD Brownfields</P>
<P align=left>Economic Development Initiative (BEDI) program</P>
<P align=left>requires that recipients of BEDI grants use section</P>
<P align=left>108 loan guarantees for their brownfield</P>
<P align=left>redevelopment projects. This bill de-couples these</P>
<P align=left>requirements, making this tool more accessible to</P>
<P align=left>many localities, especially small communities.</P>
<P align=left>NALGEP has been working with Representative</P>
<P align=left>Miller</FONT><FONT face=Verdana size=2>’</FONT><FONT face=Verdana size=2>s office to develop consensus brownfields</P>
<P align=left>language in the bill. NALGEP is hopeful that the</P>
<P align=left>U.S. House of Representatives will move this</P>
<P align=left>legislation before the end of the year.</P>

<P align=left>INTERSTATE RULE EXTENDED</P></B></FONT><FONT face=Verdana size=2>
<P align=left>The U.S. EPA has extended the comment period</P>
<P align=left>on the Clean Air Interstate Rule (CAIR) until</P></FONT><B><FONT face=Verdana,Bold size=2>
<P align=left>January 13, 2006. </B></FONT><FONT face=Verdana size=2>A public hearing will be held</P>
<P align=left>in Washington, DC, on December 14, 2005. Final</P>
<P align=left>action on the rule is expected by March 15, 2006.</P>
<P align=left>In May 2005, the EPA published its final Clean Air</P>
<P align=left>Interstate Rule, introducing year round limits on</P>
<P align=left>sulfur dioxide (SO2) and nitrogen oxides (NOx)</P>
<P align=left>emissions in 28 eastern states and the District of</P>
<P align=left>Columbia that EPA found are contributing to either</P>
<P align=left>fine particle or 8-hour ozone or both. EPA Administrator</P>
<P align=left>Steve Johnson said, </FONT><FONT face=Verdana size=2>“</FONT><FONT face=Verdana size=2>CAIR will result in</P>
<P align=left>the largest pollution reductions and health benefits</P>
<P align=left>of any air rule in more than a decade.</FONT><FONT face=Verdana size=2>”</P></FONT><FONT face=Verdana size=2>
