<P><SPAN class=storyheadline><STRONG><FONT face=Arial size=4>Daily Oklahoman 8-25-05<BR><BR></FONT></STRONG></SPAN><SPAN class=storytext><FONT face=Arial>Parts of rural Oklahoma continue to lose jobs faster than employers can create them, a trend that is increasingly alarming to community leaders that have witnessed a work force drain in recent years. </FONT></P>

In response, former Republican U.S. Rep. Wes Watkins and House Speaker Todd Hiett kicked off their economic development initiative last week. They hope to further develop job creation in rural Oklahoma.

Watkins and Hiett, R-Kellyville, met with state and educational leaders in Stillwater to determine how those companies that are on the brink of succeeding or expanding can be identified and given resources to create jobs.

Hiett hopes the Rural Economic Development Initiative will identify, through a questionnaire, businesses that need a little assistance to grow.

<P>"We want to match up business expansion potential with financing," Hiett said. "Many times, financing is the hold back on a business that is ready to take off."

The initiative involves a partnership with Oklahoma State University and Rural Enterprises of Oklahoma Inc., a nonprofit economic development organization for rural Oklahoma businesses. The development group mostly works in southeastern and south central Oklahoma, but Hiett wants to expand the agency's model statewide.

<P>The initiative shares similar goals with the existing Rural Action Partnership Program, which won legislative approval in 2004 to "foster healthy and sustainable rural communities through small business retention, expansion and entrepreneurial development."

Through that program, the Commerce Department held four summit meetings in the four corners of the state earlier this year to uncover partnerships for rural economic development.

Tom Seth Smith, president and chief executive of Rural Enterprises -- which is involved in both programs -- said the Rural Action Partnership Program is regionally focused on communities, while the Rural Economic Development Initiative targets private industry.

"I think the Rural Action Partnership Program is a good effort and has served us well and is continuing to serve us well, but it is both business and community," Smith said.

<P>"But I see Speaker Hiett's focus is to be more private-sector oriented. Eighty percent of our new jobs come from existing businesses, and his focus is to be action-oriented and focus in on those existing businesses, see how many are looking to expand and what resources the state can provide."

Secretary of Commerce Kathy Taylor praised Watkins and Smith and welcomed anyone that wants to help in the effort to bring economic development to rural Oklahoma.

<P>"Our doors are open," she said. "Anybody that wants to join that fight, I want them as a partner with us. I do think we are making great progress."
